Shippers granted waiver on long stay containers

The Kenya Shippers Council is concerned by the recent increase in congestion at the Mombasa port caused by the rising number of long stay containers/cargo. 

The Council and its partners in both public and private sectors are currently investigating the root causes of uncollected cargo at the port. We are seeking to establish the exact number of local and transit long stay containers (export and import), the length of stay, and different perspectives on the reasons for long stay cargo or factors affecting cargo removal. We will also seek identify the rate of and reasons for cargo abandonment which has also been cited as a major cause of congestion. Transit cargo is said to account for the highest number of long stay containers. We are in touch with our counterparts in the transit countries to ensure that the concerned importers are contacted. 

While the government launched a Rapid Result Initiative (RRI) at the Port of Mombasa to address this problem, KSC believes that long term measures need to be implemented to permanently address congestion at the port. However in the short term, the RRI measures must be sustainable. 
 
Further, in support of waivers being granted by KPA for long stay containers, the Kenya Ship Agents Association (KSAA) reported that shipping lines have agreed to make favourable considerations to waive demurrage charges incurred on the long stay containers. This followed deliberations held last week between KSAA and the Kenya Maritime Authority (KMA) on the on-going efforts to decongest the Port of Mombasa. The waivers, will however be applied on a case by case basis. 
 
The Council is urging all importers with overstayed containers to take advantage of the waivers being granted by KPA and the shipping lines to urgently collect their cargo. Affected importers are encouraged to visit the lines representatives/agents to lodge their requests. Let us all strive to get the port we want.
